Closer inspection has revealed one of the fork members (or sliders) has a dent in it.
This is a major blow expensive to rectify.
The dent is stopping the stanchion from sliding up and down properly.
I could bore out the dent, but there would always be a weak spot where the metal was thin.
So far as I can gather, boring out the dent would also mean that stanchion would slide unevenly compared to the other stanchion.
In short, the only way to resolve the problem satisfactorily is to replace the fork member.
I'm beginning to think I'm not really restoring this bike so much as throwing money at it - and I realise some people reading this will probably think so too.
For good measure, I'm replacing both members and the fork bushes too. Then everything on each side will be symmetrical.
